Since its inception, SDS has been involved with this industrial complex. Beginning in 2000, SDS prepared a preliminary study report for the Economic Development Corporation of Shasta County (EDC).

Recently, SDS prepared the Tentative Map and Planned Development book of Stillwater Business Park for the City of Redding. This is a business park capable of accomodating a broad range of industrial activities near the Redding Municipal Airport consisting of 16 development sites ranging from 4 acres to 92 acres in size for professional offices and industrial uses. Approximately 290 acres of the park will be protected open space, conserving vernal-pool wetland features in the area. Access and utility infrastructure to the park will be provided by construction of a backbone road connecting Rancho Road through the park to Fig Tree Lane. It is anticipated that the project will accommodate the development of over four million square feet of industrial related building area.
